US, Cuba Hold Rare Military Talks at Guantanamo Amid Rising Tensions
The base, located on Cuba’s southeastern coast, was acquired by the United States in 1903.
Although Cuba maintains that it holds formal sovereignty over the territory, the United States exercises full control under a lease arrangement that Cuban authorities regard as unlawful.
According to US Southern Command (SOUTHCOM), General Francis Donovan met on Friday with Cuba’s chief of the general staff, Lieutenant General Roberto Legra Sotolongo, in what was described as a “brief exchange on operational security matters.”
SOUTHCOM added that Donovan also carried out a perimeter security review of the facility and held discussions with base officials focused on force protection, the safety of personnel and their families, and overall operational readiness.
The meeting is described as an uncommon instance of direct military engagement between the two countries, which have long maintained strained relations despite their geographical proximity.
